SEC. 21. The General Superintendent of Public Instruction is directed to prepare and submit to the Commission through the Military Governor a statement showing the text books and other supplies which will be needed for the year nineteen hundred and one, the estimated cost of which.shall not exceed the sum of two hundred and twenty thousand dollars.
