SEC. 23. The sum of fifteen thousand dollars, or so much thereof as may be necessary, is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, for the organization and maintenance of the Trade School in Manila for the year nineteen hundred and one.
