Section 3

SEC. 3. Administrative agency. —This Act shall be administered by the Commission which shall continue to have the organization, powers, and functions provided by Presidential Decrees Numbered 902-A, 1653, 1758 and 1799 and Executive Order No. 708. The Commission shall, except as otherwise expressly provided, have the power to promulgate such rules and regulations as it may consider appropriate in the public interest for the enforcement of the provisions hereof.
