SEC. 2. The College shall specialize in the fields of agriculture and forestry and shall offer the various courses therein for the undergraduate and graduate levels: Provided, That the College may be allowed to offer other related courses as the circumstances warrant in accordance with the requirements and procedures provided by law. In the pursuit of such specialization the College shall undertake scientific researches in the fields of agriculture and forestry and for this purpose the College may create commissions, committees or bodies to undertake such researches, financing them accordingly within the limits of the power of the Board of Trustees.
