Section 16

SEC. 16. Foreign Exchange Requirements.—Except as otherwise provided in this Act, the appropriations for Ministries, bureaus, offices or agencies allotted for maintenance and other operating expenses may be used for foreign exchange requirements of duly approved activities, including payment of dues to international organizations, subject to the prior approval of the Office of Budget and Management.
