Section 19

SEC. 19. Purchase of Motor Transport Equipment.—No appropriations authorized in this Act shall be used directly or indirectly for the purchase of motor transport equipment unless otherwise directly authorized by the President or as approved by the Executive Committee upon recommendation of the Office of Budget and Management as provided by Letter of Instructions No. 1220.
