Section 38

SEC. 38. Honoraria.—Ministries, bureaus, offices or agencies are authorized to pay from their respective appropriations, honoraria to resource speakers, researchers, experts, and specialists who are acknowledged authorities in their fields of specialization, for services rendered, at such rates as the Minister of the Budget may authorize, unless otherwise specifically provided by law.
