SEC. 15. Each foster parent shall live in a government cottage with fifteen or twenty children under his or her care grouped according to age, sex, interest or convenience, and shall be provided with enough space for gardening and other income-producing projects. However, children under ten years of age shall not be divided into groups but shall be allowed to mingle with one another to have a normal home life. The children shall be enrolled in classes according to their aptitudes and abilities and in the vocational courses they are best inclined. They shall be given job responsibilities where nominal payment for service rendered shall be paid them to prepare them for awe efficiency and to enable them to grow into self-respecting citizens of the Republic of the Philippines.
