Section 19

SEC. 19. The Treasurer of the Philippines shall be ex officio Treasurer of the Foundation College and all accounts and expenses thereof shall be audited by the Commission on Audit or its duly authorized representative. All disbursements shall be made in accordance with rules and regulations prescribed by the Commission on Audit.
