Section 9

SEC. 9. Allocation of Regionwide Lump-Sum Appropriations.—The lump-sum appropriations authorized in this Act for each region shall be allocated to specific areas and projects within the region concerned on the basis of their conformance to the national and regional plans, and taking into account the size and potentials of the area, population, low rate of employment and/or underemployment, and degree of infrastructure needs, and allocating such projects as equitably as possible among the provinces and cities within the region.
