SEC. 55. Unauthorized Organizational Units.—Unless otherwise created by law or directed by the President, no organizational unit in any ministry, bureau, office or agency shall be authorized in the respective organizational structures and be funded from appropriations provided by this Act, without authority from the Presidential Commission on Reorganization and the Office of Budget and Management. Organizational units created by administrative authorizations shall be considered as ad hoc arrangements that shall be staffed by contractual personnel or staff members on detail.
