SEC. 24. Composition and appointment of citizens election committee.—The provisions of Presidential Decree No. 1896 providing for the composition and appointment of citizens election committee shall be applicable for purposes of the election on May 14, 1984: Provided, however, That subparagraph one of the second paragraph of Section 13 of Presidential Decree No. 1896 is hereby amended to read as follows: "(1) Capability of the political party or coalition or aggroupment of political parties to wage a bona fide campaign in the political subdivision or subdivisions concerned, as evidenced by its organization, the number and quality of its candidates and the number and quality of the parties in the coalition or aggroupment."
