SEC. 14. Section six hundred and seventy-nine of the Administrative Code is hereby amended to read as follows: "SEC. 679. Filling of vacancies.—Appointment to the position of chief or assistant chief of a bureau or office and to any other position in the classified service shall be made by the promotion of persons in the competitive service, if there be such who are competent and available and who in the judgment of the appointing power possess the qualifications required."
