The acting city attorney.

Section 23

SEC. 23. The acting city attorney.—In case of temporary disability or absence of the city attorney, and if the exigencies of the service so require, the Judge of the Court of First Instance, upon recommendation of the Mayor, shall appoint a practicing attorney to discharge the duties of the said city attorney. The appointee, while performing the duties of the city attorney, shall have the duties, rights, and compensation of the city attorney.
