Section 26
SEC. 26. The city treasurer.—There shall be a city treasurer who shall have the following general powers and duties: He shall collect all taxes due the city, all licenses authorized by law or ordinance, all rents for lands, markets, and other property owned by the city, all further charges of whatever nature fixed by law or ordinance, and shall receive and issue receipt for all fines, forfeitures, fees, and costs imposed by the Municipal Court. He shall receive and safely keep all moneys arising from the revenues of the city, and shall expend and disburse the same upon lawful warrants. He shall perform in the city the duties prescribed by the Internal Revenue Law and such further duties prescribed by law for provincial treasurers as not inconsistent with the provisions of this Charter. He shall discharge his duties in accordance with the provisions of law relating to Government accounts and accounting. He shall render his accounts in such manner as the Auditor General may prescribe.
