Election precincts to be established.

Section 51

SEC. 51. Election precincts to be established. — The unit of territory for the purpose of voting is the election precinct, and every municipality or municipal district shall have at least one. The municipal council of each municipality shall fix the limits of all the election precincts, if there are more than one, within its territory.
