Section 9

SEC. 9. Employment of temporary ship's officer or member of crew.—Whenever a ship's officer or mem­ber of the crew whose salary is payable from any appro­priation provided in this Act, is absent on leave without pay, the temporary substitute who may be employed in his place may receive compensation from the appro­priation corresponding to the position of the absent ship's officer or member of the crew. .SEC. 10. Limitation of rate of compensation.— No officer or employee whose salary, not being fixed by law, or not otherwise provided herein, is paid from any appro­priation provided in this Act shall receive a compensa­tion of more than twelve pesos daily or more than three hundred pesos per month.
