Section 11

SEC. 11. Voluntary service.— No person shall be employed or appointed in the Government service under the guise of voluntary service without compensation but with privilege of reimbursement of traveling expenses and per diems payable from any appropriation herein provided, in the absence of specific position therefor or specific legislation authorizing the creation of such posi­tion.
