Section 1

SECTION 1. Section seventeen of the National Defense Act is hereby amended so as to read as follows: "SEC. 17. "The Army of the Philippines shall consist of the Regular Force and the Reserve Force: Provided, That, members of the Reserve Force on inactive status shall not, by reason solely of their appointments, oaths, commissions, or status as such, be held or deemed to be officers or employees in the Philippine Civil Service."
