Sec. 2. There .is appropriated out of any funds in the Philippine Treasury not otherwise, appropriated, the sum of two hundred thousand pesos, or so much thereof as may be necessary, for the payment or reimbursement of'salaries, travelling, and other expenses of Filipinos who may be assigned under this Act.
