Allotment of appropriations.

Section 2

SEC. 2. Allotment of appropriations. — The appropriation for sundry expenses, furniture and equipment, and special purposes for the Executive Departments shall be allotted by the Heads of Department among the bureaus and offices under their respective control. The allotments shall be made as the needs of the service may require.
