Section 3

Sec. 3. Any person who shall obstruct, delay, or hinder the exercise by the Government of the authority herein grant-ed.or who shall wilfully injure or destroy any of the works, properties, or materials of the business¦so taken over by the Government, or who shall wilfully interfere with the operation of such business or the use of such works or property shall be punished by a-fine of not more than six thousand pesos or by imprisonment for a term not exceeding six years,or by both. Any person or firm possessing a-franchise or a certificate of public convenience from the State, who shall refuse or delay the delivery of his or its business to the Government in the cases and under the .circumstances above stated shall be deemed guilty of misuser of his or its franchise or of violation of his or of its certificate and shall be ousted of his or its right-thereunder; in-the-first case, by action of quo warranto to be.brought against him or it by the Government; and in the second case, by the cancellation of his or its certificate of public convenience.
