Sec. 4. The sum of Two Million Pesos, or so much as may be necessary, is appropriated out of the funds of -Philippine Treasury.not otherwise appropriated, to carry the purposes of this Act: Provided, That this sum shall not be set up on the books of the Auditor General until totally or partially released by order of the President.
