SEC. 84. The Division of Purchase and Supply. - The Purchasing Agent shall purchase and supply in accordance with law all supplies, equipment, material, and property of every kind, ricept real estate, for the use of the city and its departments and offices. But contracts for completed work of any kind for the use of the city, or any of its departments or offices, involving both labor and materials, where the materials are furnished by the contractor, shall not be deemed to be within the purview of this section.
