Section 61

SEC. 61. Ordinance levying special assessment. - The ordinance providing for the levying and collection of a special assessment shall describe with reasonable accuracy the nature, extent, and location of the work to be undertaken; the probable cost of the work; the percentage of the cost tote defrayed by special assessment; the district or section which shall be subject to the payment of the special assessment the limits whereof shall be stated by metes and bounds if practicable, and by other reasonably accurate means if otherwise, and the period, which shall not the less than-five nor more than ten years, in which said special assessment shall be payable without interest. One uniform rate per centum for all lands in the entire district or section subject to the payment of the special assessment need not be established, but different rates for different parts or sections of the city according he said property will derive greater or less benefit from the proposed work,may be fixed. It shall-be-the duty of the city engineer to make the land, specifications and estimates of the public works contempated to be undertaken.
