When ordinance is to take effect.

Section 65

SEC. 65. When ordinance is to take effect. - Upon expiration of thirty days from the date of the last publication of the ordinance as finally approved, the same shall be effective, in all respects, if no appeal there from is taken to the proper authorities in the manner hereinafter prescribed.
