Section 68
SEC. 68. Fixing of amount of special assessment. - As soon as the ordinance i is in full force and effect, the city treasurer-shall determine the amount of the special assessment which the owner of: each parcel of land comprised within the zone described in the ordinance levying the same is to pay each year during the prescribed period, and send to each of such landowners a written notice thereof by ordinary mail. If upon completion of-the public works it should appear that die actual cost thereof is smaller or greater than the estimated cost, the city treasurer shall without delay proceed to correct 'the assessment by increasing or decreasing, as the case nay be, the amount of the unpaid annual installments which are still to be collected from each landowner affected. In all cases, he shall give notice of such rectifications to the parties interested.
