SEC. 3. Section eleven of said Act is amended to read as follows: "SEC. 11. In every province, the provincial governor shall execute all recruitment laws and the laws and regulations governing the mobilization of persons and resources for national defense, which the Central General Staff of the Philippine Army may prescribe from time to time. The Provincial Inspector of tiie Philippine Constabulary shall be a member of his staff to carry out this duty."
