SEC. 32. Section eighty-eight of said Act is amended to read as follows: "SEC. 88. Parents and employers shall be reqiired to compel attendance at preparatory military training. Upon conviction of deliberate failure to discharge this obligation, the responsible parent or employer or both shall be subject to a fine of not to exceed one hundred pesos. "Enrollment in each category of preparatory military training shall be accomplished at such times and under such regulations as the Secretary of National Defense may prescribe."
