SEC. 8. Appointment and compensation.—The Mayor snail be the chief executive of the city, and as such, shall nave immediate control over the executive functions of the several departments, subject to the authority and supervision of the Secretary of the Interior. The Mayor shall be appointed by the President of the Philippines with the approval of the Commission on Appointments of the National Assembly. He shall be elected solely on the basis of his executive and administrative qualifications. The selection shall not be limited to the inhabitants of Iloilo. He shall hold office for six years unless sooner removed, and shall receive a salary of six thousand pesos a year. A discretionary fund of two thousand pesos a year shall be appropriated, to be placed at his exclusive disposal.
