Section 11

SEC. 11. Secretary to the mayor. - The mayor shall appoint one secretary, with the approval of the municipal council, Who shall have the following duties: He shall act as chief clerk to the mayor; He shall act as secretary, without additional compensation, of the Council, the board of tax appeals and such other boards or committees as may hereafter be created by law or ordinance, and shall keep a journal of their proceedings; He shall have the corporate seal under his custody, He shall perform such other functions as the mayor or council may direct.
