Preamble
WHEREAS, the transfer of the toll fees collected from the operation of the Kennon and the Baguio-Bontoc-Hal-sema Toll Roads to the General Fund of the National Government, pursuant to Presidential Decree No. 711, has created acute funding problems in the maintenance and improvement of these roads; WHEREAS, these toll roads are situated in mountainous terrains and are very susceptible to periodic slides and erosions throughout the year, which necessitate immediate maintenance, repair or improvement; WHEREAS, to assure the immediate repair and continu ing maintenance of these roads to keep them open, safe and convenient to the traveling public and in order not to paralyze traffic of commuters and essential commodities, it is necessary to provide ample and available funds at all times. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree:
