SECTION 1. Toll fees collected frcm the Kennon and the Baguio-Bontoc-Halsema Roads are hereby exempted from the provisions of Presidential Decree No. 711 and are hereby authorized to be disbursed exclusively for the mainten ance, repair and improvement of the said roads in ac cordance with the program of work prepared by the Highway District Engineer of Benguet and approved by the Highway Regional Director concerned.
