SEC. 19. Philippine National Police Academy.-There shall be established in the Integrated National Police, a police and fire services training institution to be known as the Philippine National Police Academy, for the training and education of the members of the Integrated National Police. The Philippine National Police Academy shall be organized within rwo years from the effectivity of this Decree to allow for plannning and programming of resources, and shall be administered by the Director General, Integrated National Police, under the general supervision and control of the Secretary of National Defense. The Philippine National Police Academy shall develop and conduct comprehensive training programs, under such standards, rules and regulations as prescribed by the Secretary of National Defense, with the view of Professionalizing the personnel in every level of command of the Integrated National Place.
