Preamble

WHEREAS, the period fixed under PD No. 1271 within which manifestations of intention to validate titles to lands within the Baguio Townsite Reservation shall be filed shall expire on March 22, 1978; WHEREAS, most landowners affected are still unaware of the provisions of said Decree for reasons not attributable to them; WHEREAS, prospective applicants find it difficult to comply with the requirements imposed by the Decree for validation of titles thereunder. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in by the constitution, do hereby order and decree the following:
