Section 19

SEC. 19. Section 42 of the same Decree is hereby amended to read as follows: "SEC. 42. Mining Lease on Private Lands. A Mining lease may be granted on mining claims located on private lands subject to the submittal of proof of compliance with Section 2 of Presidential Decree No. 512."
