SEC. 7. Powers of the President.—The powers and duties of the President of the University, in addition to those usually pertaining to the office of the President of the University which are not inconsistent with the provisions of law, are as follows: To recommend to the Board of Regents for appointment, vice-presidents, directors, deans, secretary of the University, registrars, departments heads, directors, chiefs, professors, instructors, lecturers, and other employees of the University. To promulgate for the government of the University such general ordinance and regulations, not contrary to law, as are consistent with the purpose of the University. To call for special meetings of the Board of Regents when need arises.
