SEC. 9. Section 8 of the same Decree is hereby amended to read as follows: “SEC. 8. This Decree shall take effect immediately, provided that amendments, changes and modifications may be made by me and the same shall take effect after pronouncement thereon by me or by my duly designated representative. The provisions of existing laws, executive or administrative orders, rules and regulations, or parts thereof inconsistent with the provisions of this Decree shall be inapplicable.”
