Section 31

SEC. 31. This Act shall take effect upon its approval, and it may be amended in part or in whole at any time by Presidential Decree. APPROVED, in the City of Manila, this 26th day of September in the year of Our Lord, nineteen hundred and seventy-two. (Sgd.) FERDINAND E. MARCOS President Republic of the Philippines
