SEC. 12. Appropriation. The budget of the Commission shall be in the form of lump sum appropriations of ten million pesos (P10,000,000.00) for fiscal year 1973-1974 which is hereby appropriated out of any funds in the National Treasury. Thereafter, such amount as necessary to carry out the provisions of this Decree shall be included in the annual General Appropriations Act.
