SEC. 14. Submission of Proposal. Within a period not exceeding one year from the promulgation of this Decree, the Commission shall submit to the President in coordination with the Reorganization Commission a coordinated plan or proposal for the strengthening, absorption and/or abolition of government agencies and instrumentalities, directly or indirectly affected by this Decree.
