Section 17
SEC. 17. An assignment or transfer inter vivos, or a license, must be in writing, acknowledged before a notary public or other officer authorized to administer oaths or perform notarial acts and certified under the hand and seal of the notary or other officer. This section and Section 19 shall not apply to cases covered by the last paragraph of Section 15 of this Decree.
