SEC. 32. As a condition precedent to making a claim to the right established in the preceding section for any work mentioned therein, the work must be registered in the National Library where a separate register shall be kept for this purpose. The creator or his heirs may designate a society of artists, writers or composers as agent to claim the right in his or their behalf. In such case, the society shall forward the proceeds to the creator or his heirs upon their demand or at the end of every quarter of each calendar year.
