Preamble
WHEREAS, Presidential Decree No. 147 authorized the Commissioner of Public Highways of dispose of all unserviceable equipment and property of the Bureau of Public Highways; WHEREAS, the Office of the Commissioner of Public Highways and the Bureau of Public Highways are now defunct and in their stead the Office of the Secretary of Public Highways and the Department of Public Highways have been created pursuant to Presidential Decree No. 458; WHEREAS, by virtue of these changes in organizational setup, it is necessary to amend Presidential Decree No. 147 to make it conform with the organization, powers and functions of the newly created Department of Public Highways and to further promote a more expeditious procedure in disposing of unserviceable equipment and property of the said office; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree and order:
