Procurement from duly licensed manufacturers.

Section 15

SEC. 15. Procurement from duly licensed manufacturers. —Procurement may be made direct from duly licensed manufacturers in cases of supplies of Philippine manufacture or origin and in case there are two or more manufacturers of the supplies desired, canvass of the known manufacturers should be made to obtain the lowest price for the quality of the supplies desired.
