Section 21

SEC. 21. Section 40 of the same Act is amended to read as follows: "SEC. 40. Authority under the National Economic and Development Authority. — Any provision of law to the contrary notwithstanding, the Authority shall operate as an independent corporation subject only to the supervision by the National Economic and Development Authority.
