Section 13

SEC. 13. There shall be a secretary of the Colleges who shall be appointed by the Board of Trustees upon recommendation of the President of the Colleges. He shall also be the secretary of the Board and shall keep such records of the Colleges as may be determined by the Board of Trustees.
