SEC. 18. In addition to the funds appropriated by the
Province of Rizal, the National Government may appropriate such sums as
may be necessary for the operation, maintenance, construction of
buildings, and development projects of the Colleges out of any funds in
the National Treasury not otherwise appropriated, the same to be
included thereafter in the annual General Appropriations Act.
