Preamble
WHEREAS, holders of Ph.D. degrees in Chemistry, by reason of their long and rigorous training may be allowed to register as chemist without the need of examination; and WHEREAS, the examination given on a lower level of knowledge and training serves only to demoralize highly trained chemists who should be given all the opportunity to utilize their skills in the service of this country; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
