Preamble
WHEREAS, the Government in pursuance of its efforts to solve the housing and resettlement problems of the country, is committed to undertake the establishment of a harmonious, comprehensive, integrated and healthy living-community through the reclamation of a 315-hectare portion of the Dagat-Dagatan Lagoon, Province of Rizal; WHEREAS, the area to be reclaimed is intended not only as a site for a low-cost housing project but also for the establishment of an industrial zone that will give job opportunities to the residents thereof; and WHEREAS, there is an immediate need to start the reclamation so as to enable the Government to construct low-cost housing in the Dagat-Dagatan area in the early part of 1976 in accordance with the project development plan; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order the appropriation of funds as follows:
